We’re Ready to Operate Abuja/Kaduna Line, Says NRC

Rail workers task FG on passengers’ safety

Following the announcement by the Minister of Transportation, Rotimi Amaechi, on the resumption of the Abuja/Kaduna rail line, the Nigerian Railway Cooperation (NRC) says it is 85 per cent ready for commencement of operation on the route.

During the inspection of the stations at the weekend, the Station Manager, Abuja/Kaduna Train Service, Pascal Nnorli, told newsmen in Kaduna that they had been able to put the social distancing marks in the station’s buildings and coaches.

What is remaining, he added, is the decontamination of the rolling stocks, the station’s building and the office.He, however, declared the station’s ‘no mask, no entry’ zone, disclosing that they had employed more security personnel to ensure passengers comply with the coronavirus disease (COVID-19) guidelines.

“This is about life and death; it doesn’t know big man, middle man or small man. So, anybody who is not willing to comply with those protocols we have set, please don’t come to our station.”

Meanwhile, Kaduna State Governor Nasir el-Rufai, while speaking at the Rigasa station, commended the Federal Government on the increase in the transport fares, saying it would help curb ticket racketeering on the route.

The government had announced that passengers on economy class would pay N3,000; business class N5,000 and first class N6,000. El-Rufai, however, appealed to the Federal Government to computerise the ticket purchase to cut out middlemen and hoarders.

AS the Federal Government considers re-opening of railway operations, the Nigeria Union of Railway Workers (NUR) has called on government to ensure that all required safety and preventive protocols are in order before bringing the trains back on track.

According to NUR, the health and safety of of commuters and workers are very dear to the union, saying it would not be disposed to a situation that will undermine the health of its members and customers.

In a statement signed by the Secretary-General, Segun Esan, the union said adequate healthcare facilities should be provided within railway industrial clinics to serve as care and isolation centres where COVID cases could be promptly addressed.

It stated that all the workers in the corporation’s health department and various clinics should be adequately protected against the virus and should be paid hazard allowance as obtainable in the health sector.

Esan added that the government should ensure that the frontline workers of the corporation like the ticket checkers, station staff, loco driving crew, mechanical staff and other train running staff were provided personal protective equipment.

“Succinctly put, the quest of the Federal Government to return train services is a welcome idea and should be a direct function of robust insulation from the pandemic of all the workers of the corporation wherever they work within the railway system, and the teeming commuters and customers of the corporation wherever they exist in Nigeria,” he added.

CAC Adopts Electronic Distribution of Company Certificates

• ‘Why we did not register Ohanaeze Ndingbo group’

As from August 10, 2020, the Corporate Affairs Commission [CAC] will commence full implementation of an electronic system for company registration.With the new development, companies’ registration certificates would henceforth be sent to customers through courier or by electronic service of their choice as against the former practice where the firms come to the commission to physically collect their certificates.

Last week Thursday, some lawyer customers besieged the CAC headquarters in Abuja to protest against the commission’s new method of distributing certificates that they claimed was not favourable.

The Registrar-General and Chief Executive, CAC, Garba Abubakar, who spoke to journalists in Abuja at weekend on some of the reforms being implemented under his leadership, said the new method was adopted to avoid physical contact with clients.

“Based on global standards, company registrations are done electronically without physical presence. The era when lawyers besiege the commission to conduct such transactions is over,” he said.

According to Abubakar, the new electronic system will help to speed up the registration process as well as protect the integrity of documents issued by the CAC.

“The new system is also part of measures to comply with the COVID-19 protocols on physical distancing. These are unusual times as the country has been shut for over two months. Since the outbreak of the pandemic, things have not returned to normal because our system is not fully electronic. We have to interface with customers as we are expected to carry out registration. With the restrictions, it is almost impossible to provide full services the way we did in the past.’He said the CAC had also eliminated the process of searching records manually, following the discovery that it was being compromised.

Abubakar disclosed that two weeks ago, two lawyers were caught at the commission tampering with documents during the process of manual searches. On why CAC delisted Ohanaeze Ndigbo cultural organization, the commission’s boss said it was due to a security report.

‘’We wrote to the security agencies and were told that the organization was yet to get security clearance. Also, we are telling similar organizations such as the South South, Middle Belt, Arewa and North East fora to make sure they get security clearance before we can register them.’’

Iran Says Medics Exhausted in Battle Against Coronavirus

Iran reported 216 new deaths from the novel coronavirus on Sunday, calling on its citizens to observe health protocols more closely to ease the burden on exhausted medical staff.

The Islamic republic announced its first COVID-19 cases on February 19, and the outbreak quickly became the Middle East’s deadliest.

Declared coronavirus deaths have surged since the end of June and claimed more than 200 lives nearly every day in the past week, including a record 229 on Tuesday.

“Our biggest concerns are the infection and fatigue of medical staff,” health ministry spokeswoman Sima Sadat Lari said in a televised briefing on Sunday.

“We can help them and prevent the spread of the disease” by observing basic guidelines such as hand-washing, mask-wearing and social distancing, she added.

Iran said earlier this month that 5,000 health workers had been infected with the novel coronavirus and 140 had lost their lives.

According to Lari, the 216 fatalities recorded in the past 24 hours brought to 15,700 the overall death toll in the country’s outbreak.

A further 2,333 new cases of infection were confirmed over the same period, she added, taking the total to 291,172.

The official said that 12 of Iran’s 31 provinces were classified as “red” and 13 were on “alert” or close to red.

Red is the highest category on the country’s coronavirus risk scale.

Authorities have made masks mandatory in enclosed public spaces and allowed the hardest-hit provinces, including Tehran, to reimpose restrictions that had been progressively lifted since April to reopen Iran’s sanctions-hit economy.

Italian Region Imposes 1,000-Euro Fines For Not Wearing Masks

Three businesses in the southern Italian city of Salerno are the first to fall foul of tough new anti-coronavirus regulations imposed by the region of Campania, local media reported Sunday.

The three businesses, which include a bar and a hairdresser, were hit with 1,000-euro ($1,166) fines after police found they had not respected an edict imposed on Friday that requires people to wear masks in enclosed spaces.

“If our fellow citizens think that the problem is resolved, that means that within a few weeks we will return to a grave emergency,” Vincenzo De Luca, the president of Campania, which includes Naples, posted on Facebook on Friday.

“We knew that there would be an increase in contamination, it was widely expected,” he said, a few hours before the publication of an order toughening the rules to fight against COVID-19 pandemic.

The key measure of the text is a fine of 1,000 euros for anyone who does not wear a mask in an enclosed space, whether in public buildings, supermarkets, bars, restaurants, shops or on public transport.

According to the new regulations, “transport operators are required to deny access to passengers who do not wear the mask”.

If they are on board, they must be sanctioned and “invited to disembark immediately or as soon as possible”. If they refuse, “the bus or train will be blocked” and the “intervention of the police will be requested”.

Businesses are also being held responsible “if the offence is committed in the exercise of a commercial activity”.

Apart from a 1,000-euro fine, the business could face closure from five to 30 days.

Italy was the first country in Europe to be affected by coronavirus. More than 35,000 people have died and there have been over 242,000 cases of contamination.

Saturday saw 275 new cases as well as five deaths.

Group Urges Buhari to Devolve Powers on Security, Land, Others to Regions

A social and professional group in Ogun State, the Abeokuta Club, has urged President Muhammadu Buhari to devolve powers to the regions of the federation to enhance productivity, efficiency and optimal benefits to citizens.

The group also implored the President to devolve authority on security, land, solid minerals, inland waterways, agriculture and education to regional units, insisting that these sectors are closer to the people and should be left in the hands of authorities closer to them.

This position formed part of the communique issued at the end of Sobo Sowemimo yearly lecture of the club in Abeokuta, the Ogun State capital. The club, in the communique signed by its President, Tokunbo Odebunmimade, and made available to journalists yesterday, opined that the Federal Government should concentrate more on defence, foreign affairs, aviation and air-space control, marine boundaries, international relations and international trade.

The communique recommended that the government should cede to the regional units matters such as higher education, internal trade, research and development, science, technology and innovation and other issues that would be better enhanced through regional structures.

It also urged the federal and state governments to promote togetherness of the people of Nigeria in manners devoid of domineering spirit or tendencies, disregard or disrespect of any component and with observance of, and respect for the fundamental human rights.

Abuja-Kaduna Railway Services to Resume July 29

• As Buhari Approves N3000, N6000 Transport Fare

Four months after the suspension of commercial operations on Abuja-Kaduna railway corridor, Minister of Transportation, Rotimi Amaechi, yesterday, said train services on the route would resume on July 29.

He also said due to social distancing that needed to be maintained in coaches, President Buhari has approved N3000, as passenger fare for Economy coaches, N5000 for Business class, and N6000 for the VIP section

The Minister, who spoke during the inspection and test-running of the 10 new coaches and two locomotives,  said the new coaches would help to run hourly services on the route.

Confirming that there was pressure to resume operations before Ei-el –Kabir celebrations, Amaechi said the corporation was increasing operations from initial eight services to 14 operations daily.

On the commercial activities on Itakpe to Warri, he said the axis would be more lucrative than Abuja-Kaduna, saying: “By the time Ajaokuta-Kaduna-Kano gas project starts, pipes would be conveyed from Warri seaport to Itakpe…”

Amaechi said the Lagos-Ibadan rail project was moving at a slow pace, due to COVID-19 while for Ibadan-Kano project, they were “still waiting for money.”

Three Killed as Microlight Plane Crashes Into House in Germany

A microlight plane crashed into the roof of a house in western Germany on Saturday, leaving three people dead, including the mother of a young child, firefighters said.

The accident, the cause of which has not been determined, took place in Wesel, a city on North Rhine-Westphalia, according to local police.

The small plane crashed into an apartment built under the roof of the house, where a woman and her two-year-old child lived, causing a fire which gutted the place.

The mother was among the victims, along with two people aboard the plane, firefighters said.

The child was only slightly injured.

How NASS Probe Threatens NDDC Forensic Audit

• Stakeholders Demand International Forensic Auditors
• Forensic Accountants Back Audit, Indigenous Firms Participation
• NDDC Playground For Corrupt People, Including NASS Members – Onuegbu
• Groups Want Nunieh Investigated, Akpabio, Pondei Removed, Prosecuted

There are growing concerns that the outcome of the probe by the National Assembly (NASS) of the allegations of financial malfeasance in the Niger Delta Development Commission (NDDC) may impact the forensic audit of the agency ordered by President Muhammadu Buhari.

Even though the Presidency, on Friday, said Buhari would act decisively on the resolution of the legislature at the right time, stakeholders in the region are already expressing doubts about the capacity of the audit firm engaged to do a thorough job, especially with the allegation that high political office holders have their hands in the pie.

Consequently, the aggrieved stakeholders are calling on Buhari to engage globally renowned forensic auditing firms to carry out the exercise. They alleged that since the Procurement Act was abused in the process leading to the emergence of the engaged firm, there is the tendency that the outcome of the audit may be compromised.

In the midst of this, groups including Youth in Africa Anti-Corruption Network (YIAA Network), and the Young African Leaders Initiative (YALI Network) have called for the immediate removal and prosecution of the Minister of Niger Delta Affairs, Godswill Obot Akpabio, the acting managing director of the NDDC, Prof. Kemebradikumo Pondei; Commissioners and everyone, who in one way or the other, is allegedly involved in the grand corruption taking place at the agency.

The groups also insisted that the erstwhile managing director of the commission, Dr. Joi Nunieh, should be properly investigated by the Code of Conduct Bureau, while the National Assembly should re-invite Pondei for a full investigation.

They, however, urged the National Assembly to resist the temptation of discharging Pondei from further investigation and interrogation, alleging that failure to reschedule Pondei’s interrogation means the lawmakers were conspiring to cover up allegations made against some of its members by Akpabio.

THE Coordinator, National Coalition on Gas Flaring and Oil Spills in the Niger Delta (NACGOND), Dr. Edward Obi, while weighing in on the N81b saga said as the NDDC continues to face credibility crisis, Buhari should immediately engage reputable forensic auditors to audit its finances and projects.

Obi, who said it was illegal to award the auditing contract without due process, stressed that Nigerians should be brought into the discourse as far as the choice of a transparent, reputable auditing firm with international pedigree is concerned to unravel the true state of the alleged malfeasance.

“I stand to be corrected, the NDDC is not all about making Niger Deltans rich; it is not about giving jobs to Niger Deltans; It is about creating opportunities for Niger Deltans to take advantage of what is available to them. So, I don’t believe that giving jobs to Niger Deltans is what NDDC is for, No. If that agency had done what it ought to have done, by now there would have been a multiplicity of opportunities for Niger Deltans and other Nigerians to make business by themselves.”
IN the same vein, a business mogul and 2019 Action Democratic Party (ADP) governorship candidate in Rivers State, Mr. Victor Fingesi, described the scandal rocking the agency as an embarrassment to the country, insisting that concerted efforts must be made through an independent forensic audit that will unmask diverters and plunders of development funds through the NDDC.

“It is time to bring in an international auditor, KPMG, and some of those firms that have international repute to immediately audit the NDDC, and thereafter advise the Federal Government on what to do about the looted funds. If you are given a contract and you don’t execute it, you should bring back the money.

“Auditing firms in the country have been auditing too many agencies; too many companies, that they all now have friends everywhere. With what is going on today in the NDDC, people can reach people. So, for a thorough, I think we have to bring in an independent auditor that does not operate here. I named one, KPMG,” he said.

THE former board chairman of the Nigeria Extractive Industries Transparency Initiatives (NEITI), Ledum Mitee, wondered why the Federal Government failed to engage NEITI, which has the statutory responsibility to audit, track revenues from oil to probe the NDDC.

He explained that NEITI in its Fiscal Allocation and Statutory Disbursement 2007-2011, and 2012-2016 audited reports, revealed a lack of accountability and transparency in the financial activities of the NDDC.

“With just half of the money that they are spending on forensic audit, NEITI can do a very thorough job on the NDDC. The whole process of the NEITI audit is not easy to compromise. Mind you, it involves multi-stakeholders as people from the oil companies are there; civil society groups are there, as well as government agencies. But, why do you pay as much as N1b to an auditing firm, that will be superintended over by those already in the eye of the storm, and who have already been indicted? How would Akpabio sit over that? How would the IMC superintend over such an audit…?”

Mitee pointed out that for every hour the National Assembly spends questioning NDDC officials’ financial recklessness, somebody in the Niger Delta is dying from either preventable diseases like malaria or the contaminated water that they are drinking.
THE National Vice President, Trade Union Congress, Chika Onuegbu, who is an economist cum chartered accountant, said given the level of fraud and irregularities that have taken place in the NDDC, an independent forensic audit, which goes beyond the mere presentation of invoices, names of companies, or certificate of work completed, to unravelling who did what job, and on the spot assessment of jobs awarded and paid for, is needed.

“Payments from banks have to be traced, not just to those companies, but the ultimate beneficiaries. That is why the support of the Central Bank of Nigeria is required. If N10m was paid to YWZ Ltd, who are those authorised to withdraw the money? Who has the BVN? Companies are legal entities, but of course, companies are not human beings, it is human beings that run them. The CBN should avail information and support to the forensic audit so that the final account where the monies ended up would be unveiled,” he said.

Onuegbu described the NDDC as a playground of many corrupt people, including members of the National Assembly, who are deeply concerned about the forensic audit, as opposed to the normal audit.

“Let the forensic audit go on, let the report of that forensic audit be made public, and let whoever feels aggrieved write a petition for another audit firm to come and check. But let us not scuttle the forensic audit. All of us that are from the Niger Delta know that the NDDC is a colossal failure and the epicentre of fraud in Nigeria.

“The forensic audit is not the solution to the problem of NDDC. It is just a process of unearthing the massive corruption that has taken place in the place. After that, there is a need to review the NDDC Act, either the NDDC is scrapped and the fund channelled to oil-producing communities,” he said.

UCHE Onyeagucha, a former Secretary to the Imo State Government described the NDDC as a filthy institution to the extent that with or without a forensic audit if Nigerians don’t change their attitude towards corruption, not much would be achieved.

“There should be a total, comprehensive audit of every person in the NDDC. And then you can still feel free to investigate all the properties and assets of all the persons, who have served there from the beginning to date. You should also go back and investigate the property and assets of all those who have been members of the NDDC Committee of the House of Representatives, all the NDDC Committee of the Senate, from the beginning to date. Where their property, assets, and bank accounts fail to match their income, they should be made to explain. That is how you will do the cleansing, which has to be comprehensive” he said.

MEANWHILE, the Global President, Association of Forensic Accounting Researchers (AFAR), Prof. Godwin Emmanuel Oyedokun has lauded the forensic audit but faulted the process that brought up the exercise.

He said: “The only thing that I have a problem with is the process that brought that forensic process up. A forensic audit is necessary and good, but who initiated it? Is it a group or the NDDC office that initiated it, and do they have the power to do so? If there is a problem from the beginning, the process can’t be legal. The Federal Government doesn’t have the power to initiate it. The Federal Government through the management of NDDC should have been the one to do so.”

Oyedokun who is also the President, Association of Certified Fraud Examiners (ACFE), Lagos Chapter, explained that forensic audit is a procurement issue and when carrying out procuring services, it should be the responsibility of the NDDC.

“The Federal Government can mandate the directorate of NDDC to do so. That was the reason that the National Assembly argued that the minister was usurping the powers of the NDDC board to initiate the contract because the forensic audit is also a contract.”

Contrary to calls by some groups in the Niger Delta that an indigenous forensic firm mustn’t be allowed to carry out the probe, he said it’s an abuse of freedom of speech to say that indigenous auditing firms shouldn’t be involved in carrying out the forensic audit of the NDDC.

For those canvassing for foreign audit firms, he asked: “Are they also ridiculing their professionals and saying that we should go and hire somebody from the United Kingdom to come and do the audit? Would such people know the terrain of Nigeria more than the indigenous experts? It is a misuse of freedom of speech.”

He further said that accounting firms like, KPMG, Deloitte, and PwCs are not foreign audit firms, they are still Nigerian companies only that they are using the network names across the world.

“If a Nigerian joins a network of audit firms, he is still a Nigerian. With international qualifications, you can’t work as an accountant in Nigeria. The Chairman of Deloitte in Nigeria, for example, is a Nigerian and would lead a team of Nigerians and Nigerian facilities to carry out a forensic audit. There is a difference between conventional auditor and forensic auditors. Once the people that selected Olumuyiwa Bashiru & Co., can confirm that the so-called firm has partners that have been trained in forensic auditing, with evidence, then so be it. It must be noted that forensic report is quite different from auditor’s report,” he said.

THE past president, Institute of Chartered Accountants of Nigeria (ICAN), Alhaji Rasaq Jaiyeola told The Guardian that Nigeria’s accounting firms have many professionals that can carry out thorough forensic auditing of the NDDC.

He explained that the institute started training members on forensic audits over 10 years ago, stressing that before then, many of its members have been practising internationally.

“We have national firms that are well-grounded in forensic auditing. We have many capable hands with international affiliations. So, I don’t see any big deal in forensic auditing that ICAN members cannot do. As long as they are ICAN members, they should be able to perform,” he said.

According to him, ICAN founded the Audit, Investigations and Forensic Accounting Faculty in the year 2009 and started its certification programme in forensic accounting in 2011.

“As at December 2014, ICAN had trained and inducted 382 members as Certified Forensic Accountant of Nigeria,” he said.

SPEAKING on behalf of the groups calling for the removal and prosecution of Akpabio and Pondei in Abuja, the President of YIAA Network, Ovo Emokiniovo Otarigho said: “We are dismayed with the accusations and counter-accusations between Senator Akpabio and the erstwhile Managing Director of the commission, Dr. Joi Nunieh, as well as the shameful drama presented by Prof. Pondei. We demand that the people entrusted with the responsibilities of our commonwealth should face justice and be accountable to the citizens, and not to serve themselves. On account of that, we vehemently reject the statement of the Speaker of The House of Representatives, that Prof. Pondei might be excluded from further interrogation. We, therefore, call on him and members of the committee to re-schedule another day for the continuation of the investigation of Prof. Pondei on account of his stewardship. We shall view the failure to reschedule his investigation as an act of complicity on the part of the National Assembly over allegations made by Senator Akpabio.”

“Furthermore, we call on the National Assembly to expose all its members alleged to have been involved in this grand-scale scam to defraud the people of the Niger Delta of their rights to experience development through the NDDC. In the bid to unravel the truth, all witnesses in this investigation must be protected. We, hereby call on the Inspector General of Police to live up to the essence of his duties, which is to protect the lives of the citizens. All attempt by alleged conspirators in this corruption to threaten witnesses to thwart the truth must be discouraged and resisted by the Police.”

Rio de Janeiro Cancels New Year's Eve Festivities Over Virus

The annual New Year’s Eve celebrations which traditionally see millions of people gathered on Copacabana Beach in Rio de Janeiro have been cancelled this year as Brazil grapples with surging coronavirus infections, city authorities said.
The celebrations are “not viable in this pandemic scenario, without a vaccine,” the city’s tourism office said in a statement, noting that the world-famous Carnival celebrations, normally set for February, might also have to be cancelled.

Instead, a virtual New Year’s celebration was being planned.

“There is no great reason to celebrate, with more than 80,000 deaths” from coronavirus in Brazil, an official told AFP.

The state of Rio de Janeiro has counted the second-highest number of deaths from coronavirus in Brazil, after Sao Paulo, and its death rate far exceeds the national average.

Of the 85,238 deaths recorded as of Friday in the country of 212 million people, 12,654 occurred in Rio de Janeiro state and nearly 8,000 in the capital’s metropolitan region alone, according to official data.

The national average is 406 deaths per million residents, but in the state of Rio it reaches 733 per million, with an even higher 860 per million in the metropolitan region.

A decision on Rio’s world-famous Carnival celebrations will come later. Earlier this month some of Rio’s biggest samba schools said they will not participate unless a vaccine is widely available.

Sao Paulo said Friday it was indefinitely postponing its 2021 Carnival because of the pandemic.

Bolsonaro Says He Tested Negative For COVID-19, Two Weeks After Diagnosis

Brazilian President Jair Bolsonaro announced on Saturday he has tested negative for the new coronavirus more than two weeks after being diagnosed on July 7, attributing his recovery to an unproven malaria drug.

"RT-PCR for Sars-Cov 2: negative. Good morning everyone," the 65-year-old tweeted, along with a photo of himself smiling and holding a packet of hydroxychloroquine, whose effectiveness against COVID-19 has not been demonstrated in clinical trials.

He did not say when he took the latest test.

Later, local media reported that he took a motorcycle ride through Brasilia and visited some shops, with small crowds gathering around him.

"I didn't feel anything, not even in the beginning. If I hadn't taken the test, I wouldn't have known I had the virus," he told them, according to videos played in the media.

The president, who has routinely downplayed the virus he calls a "little flu" but which is currently ravaging his country, spent nearly 20 days self-isolating at his official residence in the capital Brasilia, the Alvorada Palace.

During that time he underwent at least three more virus tests, all positive.

Three polls released this week showed the leader dubbed a "Tropical Trump" would win re-election in 2022, despite his controversial handling of the virus crisis.

The pandemic has exploded in Brazil, the country with the most infections and deaths from COVID-19 anywhere in the world except the United States.

The Latin American powerhouse has registered nearly 2.3 million cases of the new coronavirus and more than 84,000 deaths, and the numbers have continued to rise rapidly.

But Bolsonaro is a fierce critic of stay-at-home measures, arguing the economic pain they result in is worse than the virus itself.

The president has appeared to continue flouting virus precautions even after his diagnosis.

On Thursday he was seen going for a spin on his motorcycle and chatting maskless with a team of groundskeepers outside the presidential palace.

The same day he admitted in a live Facebook video that he was feeling "a bit wretched at being imprisoned here."

Bolsonaro also continued greeting supporters from quarantine, separated by a narrow reflecting pond but maskless.

Russia Satellite: Kremlin Accuses US and UK of 'Distorting' Truth

Accusations from the US and UK that Russia recently tested anti-satellite weaponry in space are "distorted", Russia's defence ministry says.

"Tests carried out [on 15 July] did not create a threat for other spacecraft," the ministry said, adding that it had not violated international law.

Moscow said earlier that it had been using new technology to perform checks on Russian space equipment.

But the US and UK said they were concerned about the satellite activity.

"We are concerned by the manner in which Russia tested one of its satellites by launching a projectile with the characteristics of a weapon," the head of the UK's space directorate, Air Vice Marshal Harvey Smyth, said on Thursday.

It is the first time that the UK has made accusations about Russian test-firing in space, and comes just days after an inquiry said the UK government "badly underestimated" the threat posed by Russia.

The US State Department also said it had observed the use by Russia of "what would appear to be actual in-orbit anti-satellite weaponry".

The US and Russia are to hold bilateral talks on space security in Vienna next week, the first since 2013.

The talks could be an opportunity to emphasise that "outer space is not a lawless and ungoverned territory", US Assistant Secretary of State for International Security and Non-proliferation Christopher Ford said.

What has Russia said about its satellite tests?
In a statement on Friday, Russia's foreign ministry said that one of the country's "inspector" satellites had "carried out a check of a Russian spacecraft at close range with the use of specialised small spacecraft apparatus".

It said the operation "did not violate any norms or principles of international law".

The ministry accused the US and UK of "again attempting to present the situation in a distorted manner in order to... justify their steps to deploy weapons in space and achieve funding to that end".

"We consider this latest anti-Russian attack as part of an information campaign initiated by Washington focused on discrediting Russian space activities," the statement, quoted by the Interfax news agency, added.

Moscow earlier said that last week's satellite test had resulted in "valuable information about the technical condition of the object under investigation" being recorded.

Why are the US and UK concerned?
In a statement on Thursday, Gen Jay Raymond, who heads US space command, said there was evidence Russia had "conducted a test of a space-based anti-satellite weapon".

"This is further evidence of Russia's continuing efforts to develop and test space-based systems and [is] consistent with the Kremlin's published military doctrine to employ weapons that hold US and allied space assets at risk," he said.

US Assistant Secretary of State for International Security and Non-proliferation, Christopher Ford, accused Moscow of hypocrisy after it said it wanted arms control to be extended to space.

"Moscow aims to restrict the capabilities of the United States while clearly having no intention of halting its own counter-space programme," he said.

The US said the Russian satellite system was the same one it raised concerns about in 2018 and earlier this year, when the US accused it of manoeuvring close to an American satellite.

Air Vice Marshal Smyth added: "Actions of this kind threaten the peaceful use of space and risk causing debris that could pose a threat to satellites and the space systems on which the world depends."

Russia, the UK, the US and China are among more than 100 nations to have committed to a space treaty that stipulates that outer space is to be explored by all and purely for peaceful purposes.

The treaty adds that weapons should not be placed in orbit or in space.

Kaduna Govt Urged to Prioritise Sexual, Reproductive Healthcare For Adult Girls

The government of Kaduna State has been charged to prioritise solutions that would improve and protect adolescent girls’ sexual and reproductive healthcare, as this would mitigate some of the challenges they face.

The call was recently made by health professionals during a media roundtable organised by Society for Family Health (SFH) in collaboration with the state Primary Health Care Development Agency and state Covid-19 Task Force, with the theme: “Sexual and Reproductive Health Needs and Challenges Today in the Era of COVID-19”.

The experts also noted that there is need to increase access to primary health centres in communities, alongside provision of verified data into digital applications such as Disk Health Indexing System for centres of data management (DHIS2), increased digital knowledge to work during the pandemic, and application of human centred design in providing health services.

Kaduna Commissioner for Health Dr. Amina Baloni said lack of economic empowerment is a leading cause of unintended pregnancies among adolescents.

Hence, without economic opportunities from government, as well as support from parents, girls often turn to men who request for sex to give them money and gifts. She however noted that parents must discuss sexual and reproductive health issues with their adolescent girls as most parents avoid discussing it due to cultural, religious and social reasons.

Communications Ministry Donates IT Hubs to UNILAG

The Federal Ministry of Communications and Digital Economy, has handed over Information Technology (IT) hubs to the University Of Lagos (UNILAG) in support of economic growth through capacity building and digital job creation.

The minister in charge of the ministry, Dr. Isa Ibrahim Pantami, during a virtual handover and commissioning of five other IT hubs around the country, said the aim of the digital economy is to integrate all sectors into technology, saying digital technology would help youths to expand intellectual curiosity.

Vice Chancellor of the institution, Prof. Oluwatoyin Ogundipe, while commissioning the building on behalf of Pantami, said the intervention was in line with the mandate of National Information Technology Development Agency (NITDA) to aid the development of Nigeria’s economy through digital technology.

He said the Hub is a solar powered IT Centre equipped with computers, Internet connectivity and tools designed to create a platform where technology, business, innovation and entrepreneurship are nurtured.

The hubs are fully equipped with both networking and computing devices to support the complete state-of-the-art Printed Circuit Boards (PCB) production machines and would develop competency for local production of PCB devices and other downstream components of the IT goods.

He further noted: “Through the use of the IT Hubs, Nigeria is poised to achieve diversification of the nation’s economy through local production of IT tools and services, meet the expectation of high demand for skilled manpower by generating a steady stream of suitably skilled graduates, each hub will serve as regional hubs for next generation IT research and incubation projects and also capture value by commercialising IT products and services.

“As a long-term objective, the hubs will create self-sustaining ecosystems that will expedite the development of an indigenous IT industry and help Nigeria transform herself into knowledge-based society, bridging the gap between government, academia and the private sector by focusing on the development of local talent through research and business ideation and promotion.”

Donald Trump Acts to Cut Prescription Drug Prices in US

President Donald Trump has signed four executive orders aimed at cutting prescription drug prices in the US.

"The four orders I'm signing today will completely restructure the prescription drug market," said Mr Trump, who has long criticised "astronomical" prices.

The measures would allow discounts and import of cheaper drugs from abroad.

Mr Trump will meet pharmaceutical bosses on Tuesday, but some industry analysts have criticised the move, saying it would not have much effect.

"This administration has decided to pursue a radical and dangerous policy to set prices based on rates paid in countries that he [President Trump] has labelled as socialist, which will harm patients today and into the future," Pharmaceutical Research and Manufacturers of America said in a statement.

It said Mr Trump's move was "a reckless distraction that impedes our ability to respond to the current [coronavirus] pandemic - and those we could face in the future.

President Trump's administration has been criticised for its response for the worsening Covid-19 crises, as the number of confirmed virus-related deaths in America has now topped 145,000.

Since taking office, Mr Trump has made repeated attacks against those who set drug prices and has pledged to take radical steps to reduce them.

But with the presidential election just several months away, industry experts have voiced doubts that any major decisions could come into force before the 3 November vote.

They also say that the White House has limited power to implement drug pricing policies.

Executive orders do not have any automatic legal force and can also be challenged in court.

According to a 2019 report by the OECD group of industrialised nations, the US spends roughly twice the average amount spent by other member countries on pharmaceuticals per head.

For example, where the UK paid £398 ($497) per head in 2015, the USA paid $1,162.

This is despite having similar levels of prescription drug use.

Clinical Trials For Phase III of Coronavirus Vaccine Begin in UAE

ABU DHABI —The Abu Dhabi Health Services, SEHA, has started conducting new clinical trials for phase III of inactivated vaccine to combat COVID-19.

The trials are being conducted under the supervision of Abu Dhabi’s health department and in collaboration with G42's Sinopharm CNBG.

Dr. Jamal Mohammed Al Kaabi, the acting undersecretary of the health department, said that the diversity of nationalities in the UAE made it the perfect place to conduct the trials.

"The diversity of nationalities that call the UAE home, as well as the leading role our leadership plays in tackling the virus in various countries of the world, made the country the perfect place for phase III of the clinical trials," he said.

Al Kaabi commended the "overwhelming response" by the Emiratis and residents to the call for volunteers.

"The trials attracted volunteers from over 20 nationalities which is a positive sign for an increasingly feasible vaccine," he added.

Dr. Nawal Ahmed Alkaabi, the CMO of Sheikh Khalifa Medical City, and the chairperson of the National COVID-19 Clinical Management Committee lauded the UAE leadership's keen support to the clinical trials, aimed at making providing a feasible COVID-19 vaccine and making it available to the people in need worldwide.

More than 10,000 people have registered as volunteers. Registration is still open to volunteers interested in participating in the Phase III trials of COVID-19 inactivated vaccine in Abu Dhabi through the website: www.4humanity.ae.

Up to 15,000 volunteers are being sought to take part in the trial with a minimum of 5,000 participants in the first stage of the program to ensure the robustness of the results. — WAM

Trump scraps Republican convention in virus 'flare-up'

President Donald Trump has cancelled the pre-election Republican party convention in Florida, blaming the coronavirus "flare-up".

"It's not the right time for that," he said, adding that he would still give a convention speech in a different form.

It comes as the number of cases of Covid-19 in the US passed four million.

Part of the convention will go ahead in North Carolina, where Mr Trump will be formally nominated as the Republican presidential candidate.

The event, shortened to half a day, will be held on 24 August in the city of Charlotte, the original venue for the convention.

Mr Trump switched the location to Jacksonville, Florida after the Democratic governor of North Carolina insisted in May on limiting the crowd size at the convention, on the grounds of social distancing.

What did the president say?
Mr Trump told Thursday's White House coronavirus briefing that safety was his main concern in calling off the four-night extravaganza.

"It's a different world, and it will be for a little while," the president said, adding that he "just felt it was wrong" to put potentially tens of thousands of attendees at risk.

"We didn't want to take any chances," he told reporters. "We have to be vigilant. we have to be careful and we have to set an example."

What's the reaction?
Democratic Party officials taunted the president over his announcement. They are going to hold an almost entirely virtual convention in August in Milwaukee, Wisconsin, where Mr Trump's challenger, Joe Biden, will formally accept the party nomination.

A Democratic strategist involved in their conference planning said: "I wonder who will have the better convention - the party who recognised the limitations early on and have been planning for a mostly virtual/digital television production to capitalise on a prime-time audience of millions, or the clowns who keep moving theirs from place to place and have no concrete plan a month out."

In a "socially-distanced" conversation released on Thursday, Mr Biden and his former boss, ex-President Barack Obama, poured scorn on Mr Trump's deflection of blame back in March. At that time Mr Trump said: "I don't take responsibility at all", when asked about delays in Covid-19 testing.

"Can you imagine standing up when you were president, saying, 'It's not my responsibility?'" said Mr Biden, the former US vice-president, in their chat recorded last week.

Mr Obama replied: "Those words didn't come out of our mouths when we were in office."

What's the national picture?
As well as passing four million confirmed cases on Thursday, the US has recorded more than 144,000 deaths from Covid-19.

On Wednesday, California passed New York - the former epicentre of the US outbreak - for the most confirmed cases with 409,000.

On the same day, Missouri, North Dakota and West Virginia all broke their records for the most new cases in a 24-hour period.

Lagosians Gear up For Six-Month Repairs on Third Mainland Bridge

• Despite partial closure, 75% regular users to ply bridge, says Sanwo-Olu
• Be patient, cooperate with traffic managers, RTEAN urges members

It was a dress rehearsal yesterday, on the Third Mainland Bridge, of the hassles to come in the next six months, as the longest bridge in West Africa will be partially shut for repairs begining today and for 180 days by the Federal Ministry of Works to fix worn out expansion joints.

By midday, a viral post by Felix Adebayo on Twitter had spent panic shivers down the spine of motorists. The tweet read: “Please avoid Third Mainland Bridge into the island if you can. It is heavily blocked at the moment. This is how it has been since Monday and this is how it will be for another six months. Meanwhile, Costain into the island is not better either.”

The traffic was hellish all through the day from UNILAG waterfront inward the island due to ongoing diversion being put up ahead of repairs at Adeniji end of the bridge. It was the same at the alternative route in Onipanu, Jibowu, Mushin and Ojuelegba yesterday.

Despite several assurances by the Lagos State government that alternative routes had been fixed, there was growing apprehension among motorists over the gridlock the partial closure would bring.

Thinking of the impending frustration, a motorist on Twitter had wondered aloud why the government would approve the closure of the bridge when the alternative, Eko Bridge, is still closed and Funsho Williams Avenue has been overtaken by articulated trucks.

She said: “With no relief in sight, more misery is now being added to the already frustrating transport situation in Lagos. Eko Bridge has been closed since March with no sign of repairs going on there. Why is the government suffering us like this?”

She got a response from the Twitter handle @LASTMA GM: “Eko Bridge closure was an unplanned necessity. It is unsafe for traffic use. Parts for repairs needed to be ordered for after assessment of damage, but COVID-19 disrupted plans for parts delivery. So, for our safety, the bridge cannot be opened until repairs are carried out. Please bear with government.”

As the Third Mainland Bridge repairs begin today, one question would be uppermost in the minds of the millions of Lagosians crisscrossing the lagoon from the mainland to the island and back. It is: ‘how will I cope with this long closure?’

For Ayomipo Adesiyun, “Without logistic businesses, Lagos will be in a state of topsy-turvy. Government must support and encourage the few ones still thriving while it immediately reviews its transport regulations like the ban on okada that forced start-ups like O-Pay and Gokada out of business. Government should help make our lives easier and support us so we can make daily living for Lagosians comfortable.”  Temitope Adesi still wonders why the government came up with the idea after citizens were just picking up their lives and businesses from a six-week lockdown.
“I understand that they are trying to maintain the bridge, but we had about two months of total lockdown and partial lockdown for some weeks more and it was never considered to carry out this repair when traffic on the roads was minimal. It is now when activities are back in full swing that they are willing to close down the bridge on the major link route between the island and the mainland.

“Thinking of the alternative route is even torture to the mind. What alternative means of transport is available apart from the roads? The waterways option is not reliable with frequent boat accidents. There is no effective train system and BRT buses are not enough for the population of Lagos. The next six months would be a terrible experience for many Lagosians. Thankfully, the pandemic has shown us we can do business activities over the internet, which many companies are already practicing,” he said.

Babatunde Kayode said: “It is a good thing to fix the bridge because of how dangerous it could be for us, but what plans has the government put in place to ensure smooth flow of traffic for the next six months? I spend an average of one hour thirty minutes getting to the office from Surulere passing through Western Avenue and I ask myself, Third Mainland Bridge has not been closed yet; what now happens when the bridge is closed?

“The only thing I will say is that the closure of the bridge is for good, but my fear is the planning. If the government is not making any plan to control the activities of truck and tanker drivers on the alternative routes, then the closure of the Third Mainland Bridge will be a disaster.”

Some road transport workers have warned passengers to brace up for the worst as many workers who may wish to use public transport may resume work by 1:00p.m. instead of 9/10:00a.m. Kamoru Gbadamosi, a transport operator in Oshodi, said the maintenance of the bridge would reduce the trips of buses, increase the cost of transport and leave many passengers stranded at bus stops, which will make many commuters resume work late.

“For the good of our passengers, I will advise those who will like to get to work before 12noon or 1:00p.m. from Friday to be at the bus terminal by 4:00a.m. to avoid stories that touch,” he said with a tone of sarcasm, adding that there was need for the government to review the 4:00 a.m. to 10:00 p.m. curfew as it will cause a great challenge to both commuters and drivers who may wish to leave home before cockcrow or stay back till late night.

But the Lagos State governor, Babajide Sanwo-Olu, yesterday said despite the partial closure of the bridge, 75 to 80 per cent of road users who often ply the route would still be able to use it. Speaking when the Sector Commander, Federal Road Safety Corps (FRSC) in Lagos, Olusegun Ogungbemide and State Commandant, Nigeria Security and Civil Defence Corps (NSCDC), Adeyinka Fasiu Ayinla, paid him a courtesy visit, Sanwo-Olu said only 25 per cent of road users who often ply the route would need to use alternative routes.

He, nonetheless, maintained that there would be no hiccups as the state government would deploy over 650 Lagos State Traffic Management Authority (LASTMA) officials to ensure free flow of traffic. This is apart from efforts to intensify rehabilitation of alternative routes, clear the waterways and ensure that additional jetties are operational to support the existing ones. Sanwo-Olu added that additional 600 buses would start plying routes like Abule – Egba, Alausa, Ikeja and Ebutte Metta by August.

Responding, Ogungbamide said 250 officers of the commission would also be deployed to control traffic on both the bridge and alternative routes. He added that since the bridge is a federal road, the onus is on the commission to give the partial closure a serious attention. Also speaking, Ayinla promised that his men would be fully on ground to provide adequate security for motorists and commuters on the bridge and the alternative routes.

Meanwhile, the Road Transport Employers Association of Nigeria (RTEAN), Lagos State chapter, appealed to its members and drivers yesterday to be patient and cooperate with traffic managers during the partial closure of the bridge. Alhaji Mohammed Musa, RTEAN state chairman, gave the plea in an interview with newsmen. Musa, who noted that there was no way the closure would not affect businesses of transport operators and others, said the closure was for the good of all.
According to him, transporters must do everything possible to be patient and cooperate with all traffic officers to ensure free flow of traffic.The RTEAN boss said: “All of us know how important the bridge is to us. We know there will be heavy traffic. In fact, it will be serious, but we have informed our members to be law-abiding. We have told our members to be patient and cooperate with Lagos State Traffic Management Authority (LASTMA), Federal Road Safety Corps (FRSC), police and other law enforcement agencies.”He urged the union members and their employees to always drive with care and obey all the COVID-19 protocols as it relates to public transport in the state.

Dozens Face Legal Action For Changing COVID-19 Test Results to Enter Abu Dhabi

ABU DHABI — A total of 102 people tampered with their coronavirus test results to enter Abu Dhabi, WAM, the official news agency of the United Arab Emirates reported on Thursday, quoting an official.

Salem Al Zaabi, acting director of the Federal Emergency, Crisis and Disasters Prosecution, said that Abu Dhabi police has referred 102 people from different countries to prosecution for deliberately changing the messages of their COVID-19 test results with the objective of entering the Emirate of Abu Dhabi.

"The move falls within the efforts made by the relevant state authorities to counter the COVID-19 pandemic, curb the virus' spread and ensure the compliance of all Emiratis and residents with the instructions taken by the relevant authorities," Al Zaabi added.

Legal action has been taken against the violators who have been detained and orders have been served on their violation, he explained.

"The Public Prosecution calls upon the public to comply with the preventive and precautionary measures, including all the decisions taken by the relevant government authorities, in order to avoid legal liability," he said.

"Legal action will be taken against all those who fail to comply with the COVID-19 countermeasures in order to ensure the safety of the society and its protection and support the government measures taken to stem the fallout of the pandemic on the various health, economic and social aspects of life," he concluded.

Trump Cancels Florida Portion of GOP Convention as Coronavirus Cases Surge

WASHINGTON — President of the United States Donald Trump on Thursday canceled the Republican party convention in Jacksonville, Florida, due to raging coronavirus pandemic in the country with confirmed infections surpassing four million.

The sheriff in Jacksonville, the most populous city of the state where the convention was scheduled, had warned early this week the city was not ready for next month's political gathering.

However, a few hundred Republican delegates will still gather in Charlotte, North Carolina, despite concerns raised by Democratic governor of North Carolina.

Trump said on Thursday he informed his team that his focus was on protecting the American people, even though aides advised him they could make the convention safe.

"I looked at my team and I said the timing for this event is not right. It's just not right," Trump said at the White House. "To have a big convention, it's not the right time."

"There's nothing more important in our country than keeping our people safe," Trump said.

Trump switched the location to Florida after the governor North Carolina insisted in May on limiting the crowd size at the planned Republican convention, citing social distancing.

Trump's announcement to cancel the convention at Jacksonville, Florida, came hours after a new poll showed Biden leading Trump 51 percent to 38 percent in Florida.

The poll conducted by Quinnipiac also found that 62 percent of those surveyed believed it would be unsafe to hold the event in Jacksonville, to 34 percent who thought it would be safe. — Agencies

Trump, Putin Discuss coronavirus, Arms Control, Iran in Phone Call

WASHINGTON — President of the United States Donald Trump and Russian President Vladimir Putin spoke over the phone on Thursday about the coronavirus pandemic and a potential three-country arms control deal with China and Iran's nuclear program, the Kremlin and White House said.

“President Trump reiterated his hope of avoiding an expensive three-way arms race between China, Russia, and the United States and looked forward to progress on upcoming arms control negotiations in Vienna,” the White House said in a readout.

The two leaders also expressed a mutual desire to develop trade and economic interaction between Russia and the United States.

The presidents “thoroughly considered” various arms control issues “given the special responsibility of Russia and the US for maintaining international peace and security,” the Kremlin said.

According to the White House, Trump reiterated his hope of avoiding an expensive three-way arms race between China, Russia, and the United States and “looked forward to progress on upcoming arms control negotiations in Vienna.”

The Kremlin's readout of the call said the parties reaffirmed “the timeliness of bilateral consultations" on arms control issues, including the New Strategic Arms Reduction Treaty.

They also “touched upon” the situation with Iran's nuclear program, the Kremlin said. Trump pulled the US out of a 2015 nuclear pact two years ago, and Iran has been violating the terms of the accord to pressure the remaining signatories to offset US economic sanctions.

Aso Rock Clinic Restricts Access to Public

The State House Clinic has disclosed plans to scale down the number of persons authorised to access medical attention at its Asokoro facility located in Abuja, citing lean budgetary allocation.

Specifically, the clinic established to provide health care services to the president and vice president, as well as their families and staff of the Presidential Villa, now caters for about 32,000 patients, a situation the authorities said, “is not sustainable.”

In his remarks at the opening of a two-day workshop on service improvement in the hospital, the Permanent Secretary, State House, Tijjani Umar said the authorities were determined to eliminate those he described as “hangers-on” and extend services to only those who are officially entitled to access them at the facility. Umar said the decision was taken at a meeting of stakeholders to bring back the clinic to its original status of efficient service provider for the intended persons.

“We are going to trim down the number of unentitled people. They are bringing constraints to us, they are bringing issues, that’s all. This will assist us to look at those areas requiring improvement. The biggest room in the world is the room for improvement.

“The clinic used to be a yardstick for performance measurement in the medical enclave and pride of the highly trained and experienced personnel working there.

“However, over the recent years, it was observed that services rendered at the clinic to the privileged few suffered noticeable decline to almost zero in terms of delivery. This resulted to a mockery of the facility and loss of confidence by its customers on its ability to render effective services.”

The permanent secretary said that in an effort to redress the ugly trend and regain the hospital’s lost glory, the State House management returned the status of the facility to its original clinic to limit the number of patients it handles and also maintain the original purpose for which it was created.

According to Umar, the authorities are also determined to address the problem of epileptic power supply to the clinic that has been a major challenge to provision of effective services by the hospital.

Earlier in her address, the SERVICOM National Coordinator, Mrs. Nnennna Akajemeli, said a survey conducted at the clinic revealed shortage of staff, especially doctors, and frequent outage among others.

According to her, the development seriously affects the waiting time in the delivery of service, poor electricity supply affects sensitive machines that require constant power to function in the clinic. Akajemeli said the workshop was aimed at addressing the shortfall in service delivery at the clinic.

Ogun Plans Reopening of Worship Centres

Ahead of the safe reopening of worship centres in Ogun State, a government delegation has visited churches and mosques in Ijebu, Remo and Egba areas of the state to ascertain the level of preparedness of worship centres.

The delegation, which comprised the state’s Commissioner for Health, Dr. Tomi Coker; her counterparts in Physical Planning and Urban Development, as well as Environment, Tunji Odunlami and Abiodun Abudu-Balogun respectively, met with clerics and also inspected preventive measures provided by respective faith-based organisations.

Coker, who spoke with journalists after the visit yesterday, noted that mixed reactions was noticed among the religious bodies on their level of preparedness, saying that an intelligent decision towards reopening of the worship centres will be considered based on evidence at government’s disposal for the overall benefit of worshippers.

Abudu-Balogun commended some of the worship centres on their level of preparedness towards reopening, and while expressing satisfaction on decontamination of the centres, emphasised the need for them to continue the exercise before and after each service.

Odunlami, in his remark, said the assessment visit was an ongoing engagement between government and faith-based organisations on possible relaxation of the lockdown order, noting that the idea was to ensure the safety of the people.

Responding, the Cathedral Administrator, St. Sebastian’s Cathedral, Odo-Egbo in Ijebu -Ode, Rev. Father Vincent Ajayi, said the visit by the government officials showed the commitment of the Dapo Abiodun-led administration towards ensuring the safety of lives of the people.

Another Teenager Killed by Suspected Ritualists in Ibadan

Barely four days after a suspected ritualist, Sheu Usman, was paraded by the Oyo State Police Command as the mastermind of the serial ritual killings in Ibadan with confessions to have killed six victims, some suspected ritualists again killed another teenager in Ibadan, the Oyo State capital.

It was gathered that the 16-year-old victim, simply identified as Toke, was murdered on Monday night along the Ibadan-Oyo Road in Akinyele Local Government Area of the state.

Toke’s body was found in a bush on Tuesday after her parents had made several attempts to locate her. Sources said she was sent to purchase Premium Motor Spirit (petrol) by her parents on Monday night, only to be killed by yet-to-be-identified persons.

It will be recalled that Akinyele Local Government Area has infamously been in the news lately for a series of killings suspected to be carried out by ritualists.

Five persons, including 18-year-old Barakat Bello, were killed in the local government area in June this year, and the Oyo Police Command paraded three persons in connection with the killings in the council area.

When contacted, the Public Relations Officer (PRO) of the command, Olugbenga Fadeyi, confirmed the incident. Fadeyi said that investigation had begun to arrest the killers of the deceased.

“A 16-year-old body was found inside the bush at Onikoko, along Ibadan-Oyo Express Road, at past 9:00 a.m. on Tuesday. When the police from Moniya Divisional Police Office visited the scene, it was later discovered that the parents sent her at about 9:00 p.m. to go and buy petrol.

“In the process, she was attacked by some assailants who are still at large and the body was discovered in the morning. It is a case of suspected murder. The Commissioner of Police has ordered an investigation to find out what happened again in that area. The investigation has started and soon, we will arrest the perpetrators of that act.”

MiSK Set to Launch Second Entrepreneurship World Cup

RIYADH — The Mohammed bin Salman Foundation (Misk) is all set to launch the second version of the Entrepreneurship World cup, the Saudi Press Agency reported on Wednesday quoting organizers of the competition.

The initiative, part of the efforts of the international MISK forum, an affiliate of the foundation, seeks to support young entrepreneurs and encourage business innovation among the youths of the Kingdom through international contests.

The event includes training programs to help entrepreneurs gain skills. The participants will be assisted by mentors and other specialists in developing their business models.

Due to the outbreak of coronavirus pandemic, this year’s event will be organized virtually.

In a statement to mark the occasion, Abdulrahman Al-Suhaimi, director of the world cup initiative for entrepreneurship, said the event is expected to attract hundreds of competitors from the entire world.

Muslims in UAE Asked to Perform Eid Al-Adha Prayers at Home

ABU DHABI — Muslims in the United Arab Emirates have been asked to perform Eid Al-Adha prayers at home even as mosques will be allowed to operate at an increased capacity of 50 percent from Aug. 3.

Mosques in the UAE have been operating at 30 percent capacity after they reopened on July 1.

Announcing the move, Dr. Saif Al Dhaheri, the official spokesman for the National Emergency, Crisis and Disasters Management Authority, stated that after assessing the situation and coordinating with the concerned authorities, it was decided that Eid Al-Adha prayers would be conducted in homes and takbeers broadcast through visual and audio means.

He also announced that the Emirates Fatwa Council has recommended that donations and sacrifices should be to official charitable causes in the country only.

Al Dhaheri advised the public to donate during this time to the official charitable bodies in the country with sacrifices and donations, through smart applications concerned with sacrifices or through slaughterhouses outlined by the local authorities that guarantee the application of precautionary and preventive measures and provide remote services without the need to enter livestock markets or slaughterhouses.

Al Dhaheri stressed the need to avoid family visits and gatherings, and replace them using electronic means of communication or phone contact, as well as refraining from distributing Eid gifts and money to children and individuals during this occasion recommending to instead use of electronic alternatives.

Al Dhaheri pointed out that it is necessary to avoid visiting pregnant women, children and those with chronic diseases who are most vulnerable to COVID-19 and not to allow them to leave the home and avoid going out to public places to preserve their health and safety. — Agencies

G20 Ministers Call For Harnessing Digital Technologies to Create Opportunities

RIYADH — Ministers responsible for the Digital Economy of the Group of Twenty (G20) explored opportunities to harness digital technologies to realize opportunities of the 21st century for all during their meeting on Wednesday under the Kingdom of Saudi Arabia's presidency of the Group.

As our societies and the global economy digitalize, there are even greater opportunities to advance standards of living through human-centric, data-driven, and evidence-based policy, increased economic competitiveness, higher-quality jobs, enhanced provision of public services in cities of all sizes and communities in remote and rural areas, and more inclusive societal participation of people from all backgrounds, the ministers said.

Digitalization also poses challenges including how to bridge digital divides, and develop effective policies and strategies, that are innovative as well as agile, flexible, and adapted to the digital era, while addressing anti-competitive practices, safeguarding privacy, advancing security, building trust, and reducing inequalities. Digitalization is also increasing the importance of boosting job opportunities, increasing market access for Micro, Small and Medium Enterprises (MSMEs), they added.

They called for an open, fair, and non-discriminatory environment, protecting and empowering consumers, ensuring the safety and stability of supply chains in relevant areas, and advancing inclusiveness and human-centricity more broadly, noting the importance of the environmental impact of digitalization and introducing a gender lens.

The ministers stressed the importance of the digital economy and policy discussions to sustain progress on the implementation and achievements of the 2030 Agenda for Sustainable Development.

The ministers said that they recognize that universal, secure, and affordable connectivity is a fundamental enabler of the development of the digital economy and a catalyst for inclusive growth, innovation, and sustainable development.

They underlined the importance of initiatives related to advancing digital connectivity infrastructure, digital skills, and awareness, the affordability of Internet services and devices, closing the digital gender gap, and the relevance of digital content.

There is a need to close the gaps in these areas and the importance of working with stakeholders to connect humanity by accelerating global Internet penetration, especially in remote and rural areas, the ministers stressed.

They emphasized the role of connectivity, digital technologies, and policies in accelerating our collaboration and response to the COVID-19 pandemic and enhancing our ability to prevent and mitigate future crises.

The ministers reaffirmed their commitment to promoting a human-centered approach to artificial intelligence.

G20 members vowed to share experiences and good practices for data policy, in particular interoperability and transfer mechanisms and identifying commonalities between existing approaches and instruments used to enable data to flow across borders with trust, reaffirming the importance of the interface between trade and the digital economy.

Grand Mosque to Remain Closed to Worshippers on Arafat Day And Eid Al-Adha

JEDDAH — Maj. Gen. Mohammed Bin Wasl Al-Ahmadi, assistant commander of the Hajj security forces for the Grand Mosque and its premises, said on Tuesday that the Grand Mosque will remain closed to worshippers on Arafat day and Eid Al-Adha as part of the precautionary measures to prevent the spread of coronavirus pandemic.

“The suspension of prayers in the Grand Mosque and its outer premises will continue. We invite people of Makkah to break their fast on the day of Arafat in their homes,” he added.

Maj. Gen. Al-Ahmadi made the remarks during a press briefing in which he announced the completion of the first stage of planning for the annual religious gathering. He said that the security plan for this year’s Hajj focuses on organizational, security, humanitarian and health aspects.

“We have mainly focused on the health aspect this year due to the exceptional situation. The remaining stages will be implemented in the coming days,” said Maj. Gen. Al-Ahmadi.

He said that a new mechanism has been put in place to control pilgrims’ entry and exit to the Grand Mosque in order to ensure social distancing.

As part of the precautionary measures, pathways for circumambulation of the Holy Kaaba and Saye (walking rituals) between the hills of Safa and Marwah have been defined, and those having official permission will be allowed to enter the Grand Mosque area, Maj. Gen. Al-Ahmadi added.
